The Punjab Government has simplified the procedures to enable speedy approval for change in land use certificates, completion certificates, layouts and building plans. This is done by decentralizing regulatory approvals that empower urban development authorities to grant permits.

Punjab Housing and Urban Development Minister Aman Arora said this decision will go a long way in expeditious disposal of cases within the stipulated time frame as the H&UD department has delegated powers to the local level to grant regulatory approvals. He said the move will empower urban development authorities in Mohali, Ludhiana, Jalandhar, Amritsar, Patiala and Bathinda as regulatory approvals will be granted at their level and these authorities are headed by Chief Administrators (CA). Now, CAs can issue licenses for all categories of colonies, said Principal Housing Secretary Ajoy Kumar Sinha, while adding that the committee under the CA of the concerned authority will give approval for layout plans for residential, industrial, commercial colonies, mega projects and industrial parks (including extensions to existing projects).

The committee has also been empowered to grant building plan approval for all stand-alone projects except industries above 15 acres, all allotted, auctioned plots with plots above one acre, including industrial and plot plots in approved private projects above one acre . The committee under the Additional Chief Administrator (ACA) of the concerned administration will be empowered to grant building plan approvals for all allotted, auctioned plots up to one acre including industrial and all other plots up to one acre in urban estates, approved H&UD projects, he added. .
